Wet wipe OEM/ODM outsourcing, packaging copy is the easiest link to get stuck. Many brand customers like to add slogans such as antibacterial, bactericidal, medical grade, and pure natural when designing packaging. Once violated, they will face product removal, fines, recalls, and both the OEM factory and the brand owner will bear legal responsibilities.

Yichen specializes in OEM manufacturing of wet wipes, undertaking customized production of hand and mouth wet wipes, face towels, wet toilet paper, cleaning wet wipes, etc. In accordance with the Advertising Law and the Management Regulations for Disinfection Product Labels and Instructions, Yichen has compiled a list of prohibited printing words on wet wipe packaging. Whether it is domestic supermarkets, e-commerce, or export orders, it is necessary to compare and review the packaging before finalizing it.
1、 Medical efficacy category (ordinary wet wipes are strictly prohibited, sanitary wet wipes also have restrictions, high-risk)
Ordinary cleaning wipes (non disinfectant products) cannot be labeled with any treatment, sterilization, or anti-inflammatory related vocabulary:
Disinfection, sterilization, sterilization, antibacterial, anti-inflammatory, anti itch, medication, drug therapy, treatment, disease prevention, sexually transmitted disease prevention, wound repair, wound care, medical grade, pharmaceutical grade, prescription grade, relief of dermatitis, skin disease killer.
Key points of regulations: Ordinary wet wipes are not considered disinfectant products, and it is not allowed to write 'antibacterial' or 'sterilization' on the packaging; Sanitary wipes belong to the category of disinfection products and cannot be labeled as having medical effects such as treating diseases or reducing inflammation. The description of sterilization must have a complete testing report and hygiene permit, and cannot be exaggerated arbitrarily.
Common pitfalls: Hand and mouth wipes printed with "antibacterial protection" and "sterilization cleaning"; Wet toilet paper is printed with the words' anti-inflammatory and anti itching '.
2、 Absolute limit words in advertising law (all wet wipe packaging must be prohibited)
This type of vocabulary is not limited by product category, as long as it is printed on the packaging, it violates the Advertising Law:
The most, first, top, ultimate, top of the entire network, national level, ace, preferred, 100% safe, permanent, never stimulating, universal, strongest, perfect, completely cured, zero risk, highest level, exclusive formula, exclusive supply, special supply.
Case studies: "It's best to use baby wipes", "Top pearl patterned wipes", "100% non-toxic".
Addendum: Non toxic is a term explicitly prohibited by regulations and should not be printed on the packaging of wet wipes.
3、 Exaggerated ingredients and raw materials with false words (cannot be printed without authoritative testing reports)
Pure natural, 100% plant-based, zero additives, no preservatives, food grade, edible, universal for mother and baby, repairing skin, whitening, softening skin, anti allergic, and curing red buttocks.
Note:
1. "Zero additives/no preservatives": almost all wet wipe systems contain anti-corrosion systems, and cannot be labeled without testing reports;
2. "Food grade": Wet wipes are not food and cannot be claimed as food grade;
3. "Anti allergy": It is a promise of efficacy and must be supported by authoritative testing. Ordinary wet wipes are prohibited from labeling.
4、 Misleading claims, qualifications endorsement prohibited words
Expert recommendation, hospital recommendation, pediatric recommendation, Chinese Academy of Sciences research and development, Nobel Prize technology, medical device certification, National Health Commission certification, and inspection free products.
Tip: Do not fabricate institutions or expert endorsements; Wet wipes do not belong to medical devices and are strictly prohibited from being labeled with medical device related words.
5、 Exaggerated scope of application (misuse of usage scenarios, highly likely to violate regulations)
Ordinary wet wipes are prohibited from labeling: suitable for wounds, damaged skin, mucous membranes, eyes, nasal cavity, and rectum;
Disinfection products have stricter requirements for the labeling of applicable parts, and parts beyond the scope of filing cannot be printed on the packaging.
6、 Hidden violation words that are easily overlooked (many customers are caught)
-Mother and baby artifact, antivirus, mite removal (cannot be labeled without test report)
-Rectify, improve, eliminate eczema, and prevent red buttocks (disease-related)
-Non irritating: Non irritating is a safety claim and must have a complete skin irritation test report, which cannot be printed randomly;
-Environmentally friendly and biodegradable: Biodegradability requires corresponding testing reports and cannot be claimed verbally.
7、 Differentiation: Ordinary wet wipes vs. sanitary wet wipes, packaging label boundary (essential for OEM)
1. Ordinary cleaning wipes (hand and mouth wipes, household cleaning wipes)
✅ Can be written as: Clean skin, wipe hands, wipe surfaces of objects; Raw materials: water, non-woven fabric, moisturizer, etc. (accurately labeled)
❌ Strictly prohibit: any sterilization, antibacterial, disinfection, or medical efficacy words.
2. Sanitary wipes (disinfectant wipes, require disinfection product registration)
✅ Effective ingredients and categories of microorganisms that can be approved for filing (must be accompanied by a testing report and health permit)
❌ Still unable to write medical terms such as treating diseases, anti-inflammatory, non-toxic, efficient, and disease prevention.
One sentence summary: Without filing or testing reports, all sterilization, medical, and extreme efficacy words should not be printed on the packaging.
8、 Compliance suggestions for wet wipe OEM packaging (OEM customer finalization process)
After the initial draft of the packaging copy is completed, the quality control department of the OEM factory will conduct a preliminary review and screen for prohibited words;
2. Regarding efficacy claims (antibacterial, bactericidal, etc.), prepare third-party testing reports in advance;
3. Sanitary wipes must be registered as disinfectant products, and the final printing will be finalized after the registration is approved;
4. The packaging label information is authentic: manufacturer, address, hygiene license number, production date, shelf life, and the information is consistent with the qualifications;
5. Foreign trade orders: In addition to domestic regulations, it is also necessary to separately verify the labeling regulations of the target country (EU, Southeast Asia, Middle East, etc.).
